Professor Achilles Milo - Batman: The Animated Series

An unscrupulous scientist with a terrible reputation for unethical practices, Professor Achilles Milo's expertise was biology and genetics, tampering with the DNA of animals for highly illegal pursuits; from developing man-made rabies-like viruses to using hormones for experimental street drugs and steroids.  

One of his ongoing projects involved testing a mutagenic performance-enhancing drug on the former Olympic athlete, Anthony Romulus. Originally hired by Anthony to find a way to increase his performance in the Autumn Games, the scientist took his revenge on the athlete after he tried to go back on their deal, eager to keep all the wealth he had amassed for himself. 

After the steroids began displaying disastrous side effects, transforming Romulus into an uncontrollable werewolf creature, Milo promised to cure him of his lycanthropy, only if he agreed to work for him as his enforcer. Romulus begrudgingly conceded to this arrangement, becoming a mercenary whenever the professor needed someone to be eliminated. 

Once more coming up in opposition against Batman, he ordered Romulus to kill the Dark Knight, successfully taking the vigilante prisoner. However, in his arrogance, he loses control of his enforcer, who viciously attacks him, before focusing on Batman. 

Brought to the hospital with a police escort, he smugly told Commissioner Jim Gordon that despite finding him at the scene of the crime, the GCPD had no evidence to link him to the Romulus affair. However, Gordon rebutted that Milo shouldn't be so overconfident, since he was not as competent and discreet as he believed.
