A security guard employed at Gotham Zoo, John Hamner, was hired by an unknown party to help procure a pair of Alaskan Timber Wolves that were being housed at the zoo. Desperate to make a quick buck, he left the wolves' cage unlocked before he left, turning a blind eye to the theft and feigning ignorance the next day when the crime was discovered.
Paid handsomely for his trouble, he believed he got away high and dry, unaware that his employer, Dr Achilles Milo had other plans. Wishing to silence Hamner and reclaim the thousand-dollar bribe, the geneticist ordered "The Werewolf", aka Anthony Romulus to assassinate him.
Attacked while out walking his dog late one evening, he attempted to flee, only to be knocked unconscious by his assailant and thrown off the bridge into the pond. If not for the intervention of Batman, he would have drowned.
Returning to work a few days later, he was confronted by Detective Harvey Bullock who was investigating the theft of the wolves. With undeniable evidence against him, Hamner was arrested for dereliction of duty, bribery, and being an accomplice to the crime.
