A highly successful pentathlete and philanthropist, Anthony "Tony" Romulus found fame after winning the gold medal in the long jump, high jump, discuss, 100 and 300 meters sprint at the Autumn Games. However, he didn't accomplish this through hard work and dedication, but instead by using an experimental steroid created by Professor Achilles Milo. This untraceable stimulant, derived from timberwolf hormones, gave him immense strength, endurance, and fitness.
Earning status, wealth and power, Tony made a name for himself in Gotham's charitable and sporting circles. However, his newfound fortune went to his head, leading to a violent confrontation with Milo. Tony broke off their partnership and threw the scientist out of his mansion.
He soon came to regret the decision after the formula started reacting with his body during nights with a full moon, causing a partial lycanthropic transformation. Terrified and desperate for a cure, he begged Milo for help, only for the biochemist to list several conditions and assignments for him to complete - without question or failure - before he considered the request.
Now a mere pawn for Milo, Tony was forced to transform into "The Werewolf" and assassinate Milo's associates. During one of these missions, he encountered Batman, escaping the scene before his target, John Hamner, was dead. Angered by his incompetence, Milo charged Tony with killing Batman to exact revenge for his persistent interference.
Milo and Tony set a trap for Batman, capturing and subduing the vigilante when he arrives at the athlete's mansion. Tony transformed into the werewolf once more and attacked Milo, putting him in the hospital, before going after Batman in a fierce fight at the Gotham Colosseum.
Defeated, disgraced and terrified that he'd lost his only known chance for a cure, he left Gotham in search of a permanent solution to his condition that would not involve strings. His mansion and property were seized to pay back taxes and legal creditors, while rumours started to circulate about his sudden disappearance.
