James Gordon - Batman: The Enemy Within

Codex:

Over the past year, my partnership with Jim has flourished. I've finally won his trust and Gotham City is a better place for it. Batman used to be hidden in the shadows, but Jim has helped me step into the light and find legitimacy. For that, I'm grateful.

I think Jim is finally settling into his new role as Police Commissioner. It's been a difficult transition and I don't think he'll ever be comfortable with the tragic way he received his promotion. But I trust he'll use his newfound authority to make this city a better place. Gotham is lucky to have him and so am I. I couldn't ask for a better partner.

Gordon was fired for following a legitimate lead between myself and the Pact. The idle time didn't last long as he was back on the street trying to help stop John. He knows he let the pressure of Waller being in town, and in charge, get to him. He apologized. I accepted. That's about all I think he'd like me to say about that.

Gordon lured me to Ace Chemicals in order to hand me over to John in exchange for a map of the gas bombs placed around the city. For the good of Gotham, he said. Of course, John didn't live up to the letter of their agreement, he shot Gordon in the knees. Gordon did manage to get the bombs, though. He was to be reinstated as Commissioner of the GCPD when he recovered, but he turned down the job in a public announcement.
